Global higher education: what alternative models for emerging higher education systems?

ghefposterHigher education systems in Asia, Latin America and Africa bear prominent similarities to those in Europe.  Historically, Latin America, Asia particularly Southeast Asia, and Africa had adopted the systems of their respective colonizers who also provided the major part of the funding mechanism, teaching staff, and ideologies on higher education at one time in history.  The very obvious imposition by the colonizers is the language with a large part of Latin America using Spanish, Asia using English and Africa using French.  The American higher education system became more influential after the early twentieth century with the stress on research as the main activity of universities.  Apart from that, the American system was the first to introduce massification of education which had been adopted by many countries around the world.  Higher education institutions of today emphasize on mass higher education which results in increasing access to tertiary education.

Arguably, emerging countries are in dire need of a forum to deliberate on possible models for higher education for countries of the South, in particular the Commonwealth countries where a majority of the bottom billions resides.  Countries from the South, particularly Asian countries have been adapting models from Europe and US for decades, be they sprung from voluntary adoption or influenced by external factors.  Instead of borrowing from western models and putting them to test by going through the whole process of adaptation, evaluation and experimentation, the same amount of time and effort can be utilized to examine the prospect of identifying a model in a South-South context.  This model will be made up of elements of locality, taking into consideration of the persisting cultural and scholarly values. Globalization and internationalization of higher education should not be adopted at the expense of local knowledge.

Notably, the effort to break away from the clutches of the dominating Western model is not new as evidenced by the implementation of national language in post-secondary education by Malaysia and Indonesia. However, fundamental models practiced in Asian countries remain biased towards European/American model. This factor has contributed to the peripheral status of Asian higher education institutions and with the rapid globalisation, the so-called central higher education institutions in Europe/America would remain dominant, more striking in the context of higher education internationalization. Indeed, lately Malaysia has once again beginning to embrace the English language after so many years experimenting with the Malay language as the medium of instruction in public higher education institutions. Whither Asia/indigenous models of higher education development?

The Asia models that we have in mind is deeply entrenched in the belief that even within the context of the globalization process that every country is unique; this provides ample reason to relook or reassess the higher education systems which are very much inclined towards the European/American models.  The present higher education models adopted by many countries in the South, characterized by the Western ideologies may have been tailored to suit local needs, but the extent to which the adaptation serves the emerging need to strengthen the standing of each country demands a rethinking.  There has never been a time when higher education in the South faces more opportunities and challenges than in this current global economic downturn.  We are in urgent need of models that can handle Asia’s peculiar situation with respect to quality and accountability as well as funding mechanism with shrinking public funding.  To this date, the responses to these challenges are typically European/American in character: corporatisation/privatisation of higher education, management of higher education based on entrepreneurial approach, competition within the higher education sector and the evident rise of higher education as a commodity.  Major issues mentioned above may come under the same umbrella across the world higher education systems, nonetheless a more thorough inspection would indicate varied issues faced by different regions which are subject to social, political, economic and national pressures.

The appropriateness of the growth trajectories of existing higher education systems, dominated by European/American models poses the challenge of how far the present models are justified in a South-South context, one with much greater diversity from those of the North.  In essence one may want to view that the world ranking system of universities and the notion of world class universities as proposed by the North more as concepts or attempts at standardizing universities rather than appreciating the distinct elements of each university within its national socio-political context.

ghef20091The Second Global Higher Education Forum (GHEF2009) to be held in Penang, Malaysia from 13 to 16 December 2009 will serve as a platform for debates and discussions on higher education that recognise the different characteristics of higher education institutions and systems in different regions.  It will encompass topics ranging from the current trends to the future perspectives of higher education with the present global economic downturn as the main backdrop.  GHEF2009 will consider and examine the possible effects and offer alternate avenues for mitigating the global financial and economic effects, particularly for countries of the South.  Furthermore, the current and future challenges faced by the nations in the South require different models for the development of higher education institutions and systems. There is also an urge to attempt exploration of the possibilities as well as opportunities for regional harmonisation of higher education. Apart from that, discussions will also explore how the North and South will be able to have bilateral collaboration to weather global issues with the emphasis on serving and promoting sustainable development for the cause of humanity.

Trouble ahead? US Council of Graduate Schools survey reports overseas student applications slow to 3%

A US Council of Graduate Schools (CGS) survey out this week paints a potentially worrying picture for all countries dependent on income generated by transborder higher education, whether because of fees income, or as a result of the brain-power transnational students contribute to R&D in the host economy. As we know, many graduate students, particularly from India and China, have tended to stay on in their host country once completing their graduate studies, making an important contribution to the host country’s economic productivity. However, what happens if student numbers decline?

According to this 2008 CGS survey, the number of foreign students applying to American graduate schools increased by only 3 per cent from 2007 to 2008, following growth of 9 per cent last year and 12 per cent in 2006. This is despite considerable efforts over the past couple of years in reviewing the visa restrictions imposed after 9/11. This had not only discouraged potential applicants, but very lengthy processing times created a disincentive to potential applicants. Other efforts to turn around the decline in students coming to the US included more funding for international students and attention to recruitment. What, then, is going on? Is this evidence of trouble ahead? Let’s, first, look at the pattern reported in the CGS 2008 Survey.

While the US still has the lion’s share of the global graduate market (65% of graduate students studying abroad study in the US), the CGS report (see table below) shows that while there was strong growth – 12 per cent – in applications from both China and the Middle East, these have to be compared to gains of 19 per cent and 17 per cent last year, respectively. There was no growth in applications from India after a 12 per cent increase last year. China and India are the two countries that annually send the most graduate students to the US.

In terms of fields of study, applications to sciences and engineering – fields considered critical to maintaining US economic competitiveness – are experiencing sharply decelerating rates of growth.

With fewer international applicants in 2008 compared to 2003 to the US, and the total number of international applications down by 16 per cent since that year, policymakers and institutions directly affected must be wondering what more they need to do avoid major trouble ahead. Have current efforts been insufficient? Or, do these developments signal other currents that are not directly linked to the effects of 9/11?

In an interview published by the Financial Times on April 10th, 2008, Bill Russel, Dean of the Graduate School at Princeton University, observed:

…many of the nations that typically send a large number of students to US graduate schools – namely China, India, and countries in the Middle East – are rapidly building their own PhD programmes, and that career opportunities in those countries have also expanded. “There are a lot of different changes that are taking place,” he said. “It’s hard to say what the world is going to look like ten years down the road”

GlobalHigherEd has been tracking these developments in the Middle East, Asia and also Europe. As the idea of building knowledge-based economies becomes more and more embedded in government policies, as higher education institutions compete to become world class, as new models for constructing competitive higher education/industry linkages are explored, as the strategies to exploit or return the knowledge and skills of the diasporas are mobilized, and higher education becomes part of the global services market, old linkages will not be sufficient to retain a position as a preferred destination. Instead, governments and institutions will need to review their strategies and build infrastructures that enable them to monitor and advance their interests if they want to be part of the race.

While it is beneficial to see all of this coverage, it is worth noting that such articles (often the most intensely circulated of all if you watch the ‘most emailed’ lists) repetitively generate anxiety in many Western university campuses that are revising their internationalization strategies, but with no substantial ‘overseas’ presence. Coverage gets circulated, debates ensue, and positions emerge including:

  • is this a modern higher ed variant of the Klondike gold rush (serious anxiety…)?
  • is this fool’s gold (yes, no, yes, no…)?
  • is this an unreachable destination (look at that list…)?

and so on.

At another level, some within deliberating universities might argue that this phenomenon is the outcome of authoritarian ‘developmental states’ luxuriating on the top of a structural wave, fueled by the intertwined effects of a global fossil fuel boom and the conflict in Iraq. These are states, though, that are cognizant of the fact that fossil fuels (and economic boom times) will not last forever.

Regardless of views on this phenomenon, these new global knowledge spaces reflect the diffuse effects of the attractiveness of the US higher education system, in particular, to elites in countries that are seeking to rapidly transform their societies and economies for the knowledge economy, while concurrently branding said societies and economies. The attractiveness of this model is also, in a fascinating way, quite disconnected from the turmoil associated with other elements of US geostrategic maneuverings in the same region.

Constructing knowledge/spaces in the Middle East: KAUST and beyond

Further to our recent entries on Qatar Education City, NYU Abu Dhabi, and ‘Liberal education venturing abroad: American universities in the Middle East‘, Wednesday’s Financial Times and today’s New York Times both have informative pieces about Saudi Arabia’s attempt to rapidly construct a new “MIT” in the desert. The Institute of the Future’s informative blog, which we happily just discovered, also has an illuminating profile of this development. And also see Beerkens’ Blog for another illuminating analysis.

The King Abdullah University of Science and Technology (KAUST), a US$12.5 billion university, is being built from scratch, with a formal groundbreaking ceremony on 21 October 2007. The development of new universities, and foreign campuses or programs in Saudia Arabia, is clearly an indicator of a desire for significant economic and cultural shifts amongst select elites. This said the development process is an incredibly complicated one, and riddled with a series of tensions, mutually supporting objectives, and some challenging contradictions. It is also a very geographic one, with supporters of such developments seeking to create new and qualitatively different spaces of knowledge consumption, production and circulation. The Financial Times had this to say:

Kaust plans to bring western standards of education to a Saudi institution amid an environment of academic freedom. The university, loosely based on Aramco’s gated community where the kingdom’s social mores are watered down, is set to push the boundaries of gender segregation in an education system where men and women very rarely meet.

The university plans to guarantee academic freedom, bypassing any religious pressure from conservative elements, by forming a board of trustees that will use recently approved bylaws to protect the independence of the university.

“It’s a given that academic freedom will be protected,” says Nadhmi al-Nasr, an Aramco executive who is Kaust’s interim president.

His assertion has yet to be tested but the mix of academic freedom and social liberalism could spark criticism despite the king’s patronage.

Dar al-Hikma, a private women’s college in Jeddah, has faced trouble from those who reject social liberalism. “Many have opposed us but this is different – the king is behind Kaust,” says the Dr Suhair al-Qurashi, the college’s dean.

At a broader scale KAUST is also being designed to generate an interdependent relationship with King Abdullah Economic City, a US$27 billion mixed use development project that is situated near the university. And at an even broader scale KAUST is designed to help transform the structure of the Saudi economy. Nadhmi A. Al-Nasr (KAUST’s interim president) put it this way:

“It is the vision of King Abdullah to have this university as a turning point in higher education,” he said. “Hopefully, it will act as a catalyst in transforming Saudi Arabia into a knowledge economy, by directly integrating research produced at the university into our economy.”

As is the case with other new universities being developed in the 1990s and 2000s (e.g., Singapore Management University‘s development was strongly shaped by Wharton faculty, especially Janice R. Bellace), the Saudis are acquiring intellectual guidance and advice from a variety of non-local academics and administrators, including a veritable Who’s Who of senior university officials from around the world. The myriad of changes in the Middle Eastern higher ed landscape are ideal research topics, and they are more than deserving of attention given their scale, and potential for impact, success and/or failure. But who is conducting such research? We might be wrong but not a lot of substantial analysis seems to have been written up and published to date.
